The construction services manager (CSM) is a critical position in WHUD’s Engineering Department – this role is responsible for managing all capital improvement and developer-driven water and sewer line projects from conception through acceptance. Specifically, the CSM is responsible for ensuring that new water and wastewater assets are built to the highest standards so they provide a long, reliable, cost-efficient service life. The CSM exercises judgment over many aspects of district processes that may influence these efforts including, but not limited to:
- Review/approval of construction plans/designs/methods produced by consulting engineers;
- Material selection;
- Testing and acceptance/denial of work;
- Vendor selection and approval;
- Soliciting/maintaining approved capital improvement project bidders;
- Approving developer/CIP contractors and consulting engineers; and
- Inspecting and enforcing federal and state construction regulations.
The CSM reports to the district engineer and has direct supervisory responsibility for the district’s construction inspectors. This role requires excellent leadership, problem solving, communication, collaboration, and conflict resolution skills. A successful candidate must also be able to maintain perspective and focus under stress while managing multiple projects, and be servant-minded.
A bachelor’s degree in engineering, construction management, or a related field is strongly preferred. Ideally, candidates will also have experience managing projects, managing teams of three to five, and serving customers. Upon hire, the individual must pass an extensive background check and drug screening.
